The state winner for the Freedom Contest was the entry submitted by Black Diamond Girl Scott Troop #4988. The girls submitted a model of a grist mill used to grind corn and grain from West Virginia's
past. It was constructed from popsicle sticks, pebbles, hot glue, moss and paint. The entry noted that using hydroelectric power demonstrates a renewable resource which recycles and reuses water instead of using fossil fuels to power machinery. Troop 4988 is based in Roane County.
